Raul Castro, a pioneering Latino political figure, was stopped and detained at the border. The 96-year-old served as governor of Arizona from 1975-1977. He served a U.S. ambassador to Argentina, Bolivia and El Salvador during the administrations of Presidents Lyndon Johnson, Richard Nixon and Jimmy Carter.
